What are some of the amenities that Scott Air Force Base Properties will be providing?
SAFBP is currently working with residents to create new amenities to include two community centers with swimming pools, neighborhood center, fitness center, business centers, tot lots, playgrounds, basketball and tennis courts, green spaces, and picnic areas.
Will military members still have the option to live off-installation?
Yes, military members still have the option use their BAH to rent a house or apartment outside the installation.
If my house is in the path of demolition, will I have to pay for my move? Will I be moved into a new home?
The government will pay for moves of those families occupying homes in the path of demolition. Under the current proposed phasing plan, families whose houses are scheduled to be demolished will be moved to a new home. Residents will be given 60 to 90 days notice about moving. After receiving notice, residents may also choose to move off-base at the government’s expense. If moved for demolition, all re-connection costs for gas, electric and water will be covered. Phone and cable re-connection fees will be covered by the government. Re-connection fees for satellite will also be covered.
Civilians may live on base. Is that not a threat to our security?
It is unlikely that civilians will live on base. Civilians are at the bottom of a long housing priority list (no. 7) of those who may live in housing on base if it is not occupied by service men and women. If the Air Force and SAFBP determine that civilians will be allowed to reside in military housing, they will first have to go through a security check. Guests of civilians must be escorted from the gate.
Which housing is slated for demolition, and how soon will the work begin?
The phasing plan for the housing is still under review by the Air Force. After closing, and once the plan has been officially approved, information about moving and construction demolition will be placed online.
What is the Management Review Committee?
The Management Review Committee (MRC) consists of advisory (voting members) from Scott Air Force Base who make recommendations to the Wing Commander on issues relating to routine facility operations, quality of service, housekeeping, safety, security and other issues and administrative matters pertaining to the operation and maintenance of the development in accordance with the lease of property. The MRC reviews planned expenditures and makes recommendations to the Wing Commander.
As a review board, the MRC is available to residents who cannot resolve problems with either the Hunt housing office or the Housing Management Office.
Can we pay the same estimated utility bill over 12 months based on the estimated average cost?
This would be preferable to receiving bills with highs and lows according to the season.
If the utility provider is willing to average the utility bills for a smoothing effect, we will see if this can be worked into the project.
If my family is asked to move to a new home because we are in the path of demolition, will my children be forced to change schools during the school year?
We will contact the schools involved and attempt to get the schools to work with us. We will do our best to keep children in the same class during the school year.
If I know my home is scheduled for demolition, at what point before demolition can I make a paid move to another home?
Residents should speak with the housing management office if they want to move before they have been given notification to move. Residents should receive notification at least 60-90 days before they must vacate the home.
I heard the soccer fields are going to be used for new homes. Is this true?
While plans are still being modified, they do currently include use of the soccer fields for new construction. However, Hunt will build a new soccer field elsewhere for every field that is used.
Will those that live in Shiloh West be moving into new homes or the homes in Patriots Landing?
All JNCO families, whether living in Shiloh West or elsewhere, will be located in Patriots Landing once the project is complete. 82 new homes are going to be constructed in Patriots, so there is a chance a family will move into a new home there. Otherwise, the JNCO families will move into a renovated Patriots Landing home.
Will my children remain eligible for free or reduced school lunches?
On 30 June, the President signed the Child Nutrition and WIC Reauthorization Act of 2004, which made permanent the current school lunch and child nutrition program with respect to privatized housing. This law benefits residents in privatized housing who take advantage of reduced-price or free school meals by excluding the amount of a member’s basic military housing allowance received for privatized housing from being counted as part of the member’s income for purposes of determining the eligibility of a child for free or reduced school lunches.
Will the changes affect the service member’s LES and net pay?
No. At the end of each month, the service member’s LES will show that BAH has gone into his/her account and an allotment, equal to the monthly rent, has been deducted. There should be no changes to the service member’s net pay.
Will rent be based on size of the home or BAH?
Rent is based on BAH. BAH is based on rank, not on the size of the home.
I am currently paying $1040 in BAH for a home that is worth $604 in rent according to the market. Is this fair?
The Department of Defense and the military services decided that rent should equal BAH, instead of being tied to market rents. Within four years, Scott AFB will have new homes with modern conveniences and state-of-the-art amenities and will rent for less than a comparable home off-base. Living on base also has many advantages including the ability to terminate leases without fees upon receipt of orders, security, little or no work commute, and understanding neighbors.
If an NCO and an Airman each live in a three-bedroom home, will they both pay their entire BAH?
Yes. Families will be placed in homes based on their rank and availability of homes. Their rent will be determined by their rank
Do I need to purchase renter’s insurance?
Hunt will provide each resident with renter’s insurance with coverage limits of $20,000 in personal property and $100,000 in general liability and a deductible of $250. The policy will not cover high value items such as jewelry, silverware, and antiques.
What if I PCS any time during the course of the one-year lease? What if I retire? What if I get out of the military?
The lease will include a standard military clause. If a service member receives orders, retires, or leaves the military, he/she will be released from any lease obligations.
If I earn a promotion during the lease period can I move to another base house commensurate with the new rank?
In the event of a promotion, the member may request a move to the category housing which is appropriate for his or her rank; the move would be voluntary and at the member’s expense. The move is subject to housing availability.
When would Hunt enter my home when I am not present?
Customer service is of the highest priority to Hunt. To give you the best service, we may need to enter your residence at times when you are not home. The following guidelines will be used for that possibility:
1. When you place a routine work order request, Hunt maintenance technicians can enter the home if you have given them permission to enter. (You can sign a Permission to Enter form at lease signing which allows technicians to enter your home when you are not available. This will ensure the fastest possible service.) If permission to enter is not granted, the technician will set up an afternoon or morning appointment (window of time) when you will be home.
2. If Hunt needs to gain access to a home for inspection purposes, Hunt is required by Illinois Landlord Tenant Law to provide the resident with a minimum of 48-hour written notification. 48-hour notification will be posted on the front door of the residence. It will always be the goal of management to provide more than 48 hours notice and to use multiple avenues to contact you.
3. In cases of emergency where safety is a possible issue or where there is a potential danger of property damage, there is no requirement for notification and Hunt will enter when necessary. If not home at the time of entry, the resident will be notified as soon as possible of the reason for entering the residence. It is important that you keep us apprised of any changes in your contact information.
How long can I stay in housing after I retire?
Residents can file a petition with Hunt to stay in the house up to 60 days after the ETS date. Retired residents cannot extend beyond an approved two-month period. Petitions will be approved or denied on a case-by-case basis.
My wife and I currently live in a two-bedroom home and we are expecting a child soon. Can we upgrade to a three-bedroom home during or before the new lease signing?
The home for which military residents qualify, based on rank and number of dependents, will not change under privatization. If a resident qualifies for a larger home with the newborn, then he/she can move at that time, regardless of their current lease term. A child does not count as a dependent until birth, according to Air Force housing regulations. The move will be subject to housing availability.
Will there be an inspection of our residences prior to lease signing so that existing damage from conditions beyond our control are noted and not counted against us at the time we vacate the residence?
No new inspections will be conducted before lease signing. If there is damage to your home, please call the housing office now to report the damage; the information should be placed in your housing file. The files with the original move-in inspections and subsequent notes will be transferred to Hunt.
Is the lease compliant with Illinois Landlord Tenant Law?
Yes. The lease was reviewed by an Illinois lawyer before being reviewed by Air Force legal.
I live in Georgian housing and would like to know if fencing is scheduled for our area, and if so, can it be something other than chain link?
Fences are not scheduled to be installed in the Georgian housing area. The Patriots Landing community will receive new privacy fencing.
Why are the trash cans in the parks and near the bus stops always overflowing, usually with doggie refuse?
The parks and bus stops have been addressed with our Maintenance Director. We were not aware of trash cans in the parks, etc. They have now been placed on our regular pickup schedule
Does the housing contractor now own all of the old sewer mains?
Some are still owned and maintained by base CE. If a problem should arise that requires CE's involvment, our maintenace department will work closely with CE to ensure that the appropriate work is done by the responsible organization.
I am concerned about the gutters and storm drains causing basement flooding in Georgian housing.

I have heard a rumor about discontinuing the issue of landscaping bricks in an effort to make it easier for lawn crews to remove leaves, mow and edge. It is also my understanding that existing bricks will be removed when a tenant vacates a residence. My question is whether, in an effort to make things easier, we are taking away a resident’s opportunity to add to the appearance of their quarters. Just a thought.
Our policy is to remove bricks on vacant units if they have been installed incorrectly. We have many that are just laying loosely on the ground in an uneven manner. We will still have the blocks available in Self-Help. However, residents will receive proper installation instructions and will be asked to do the installation correctly should they wish to take on the task. This policy is designed to create a neater overall appearance throughout the communities.
Are trampolines allowed?
Stop by the office at 1434 Galaxy Ave. to pick up an authorization form. Trampolines are limited to 16 feet width and must have side netting, be in a fenced yard and staked into the ground to prevent damage during high winds. They must be located on a flat surface in the back yard, and where it won't create an adverse visual impact from the street or from neighbor's homes.
What are the backyard pool rules?
Pools must be constantly attended when there is water in them. Pools must be emptied every night.
Why was I charged for damage to my mini-blinds? I called in a work order.
If the damage is beyond normal wear and tear, it's chargeable to the resident. Mini-blind examples include missing blinds and blinds with broken or chewed slats. Our cost is charged, but you may also purchase and replace the mini-blind yourself. It must be the same color, and cut to fit. We have not found any retail store's prices to be less than our charge.
I've noticed that names are not being installed in the outside name plates.
Air Mobility Command has directed that name plates on houses be removed. Going forward, no letters will be issued and name plates will not be installed. You may remove your letters now, if you choose. Name plates will be removed from the houses at change of occupancy. Name plates and letters will be removed from occupied homes in the fall. Homes that are scheduled to be demolished; Shiloh West, Galaxy and Colonial Annex, will have the letters removed; the name plates will remain on the house. Colonial, Georgian, Patriots Landing and Shiloh East homes will have the name plates removed.
The house next door is vacant. May I park in the driveway or carport?
We need the driveways and carports accessible for maintenance and since we cannot accommodate every resident's extra vehicle, the vacant carports and driveways need to stay vacant.
Fireworks. What are the rules?
Lighting and storing fireworks, including sparklers, are prohibited in Base Housing (Ref.: Residential Lease Para 14.d).
Why are Security Forces posting a guard at the Patriot's Landing main gate?
We are conducting various Random Antiterrorism Measures (RAM) and one of them is ID checks at that gate. Rest assured that if you or your guest arrives without their ID card they will not be turned away. Your guests DO NOT need a visitors pass to visit you in PLHA. If they are going to come on the main base, they WILL NEED a visitor's pass which you get at the Visitor Control Center. We cannot go into detail on our RAM program for obvious security reasons.
Does Security Forces patrol and have jurisdiction in PLHA now that the gates are open?
Yes we do to both. We still patrol the area and enforce rules of the road including cell phone use and speed limits. If you observe a violation, please record the license number and vehicle description and report it to the Security Forces Control Center (formerly known as the Law Enforcement Desk) to lodge a traffic complaint. We will take it from there.
Why isn't the gate at the RR crossing behind the commissary (Ward street gate) open for two way traffic all day long?
We only allow one-way (Scott bound) traffic for the morning rush to help alleviate a possible traffic jam at the Belleville Gate every morning. Because that road is not wide enough to safely accommodate an SF entry controller in the middle while traffic passes in both directions, we just can't put them in that unsafe environment.
Why isn't the Ward Street gate open for the ride home after duty?
Because people leave work at different times, the load on the Belleville Gate after duty is not enough to justify another gate for departure. It's working well for residents to exit Belleville Gate and turn right into PLHA.
The new guidelines require residents have no more than two pets. Currently, we are allowed to have three pets. Do those with three pets have to give one away?
No. Those residents who currently have three pets will be allowed to keep all three. New residents will be limited to two pets. Those owners who have three pets should inform the leasing agent when they sign their leases; an addendum about pets must be included with the lease.
What are the requirements for vacating quarters?
A 30-day written notice is required before vacating quarters. To break a lease before expiration, a 30-day written notice and an early termination fee of one month's rent is required. If moving for a reason as defined in the Military Clause Lease Addendum or under special circumstances as defined in Paragraph 4 and/or 5 of the lease, a 30-day written notice is required before vacating quarters.
Homes must be in the same condition as the time of move-in with the exception of normal wear and tear. A move-out inspection must be scheduled with the management office, and all keys must be returned to the management office. Please contact the management office as soon as you are aware of your moving arrangements
What is the satellite policy for new homes? existing homes?
Satellites on existing homes, erected prior to Dec. 1, 2005, will be grandfathered. Satellites on new homes are not allowed without prior written approval from management.
Are sheds grandfathered in existing homes? Will sheds be allowed in new homes?
Yes, existing sheds are grandfathered. Sheds for new homes are not allowed without prior written approval from the management office.
When I move out, can I leave any of the changes I made to the house (paint, shed, fences) if the next resident accepts them?
If the house is not scheduled for demolition, all walls must be able to be re-painted with one coat of white paint. Residents will be charged for re-painting of any walls that cannot be covered with one coat of paint. Please contact the housing office about any unwanted sheds or fences.
If the house is scheduled for demolition, no re-painting or removal of unwanted fences or sheds is required.
Privatization
What is the Air Force Privatization Program? What is Scott Air Force Base Properties, LLC?
Scott Air Force Base Properties, LLC is the company that will own and operate the family housing at Scott Air Force Base. The Military Housing Privatization Initiative is a government initiative which allows the services to leverage appropriated construction funds and government-owned property to attract private capital to improve military housing. The Air Force Privatization Program offices have planned and implemented the program, policies, and procedures for the transition to the private-sector developer, Hunt Building Corporation. Hunt Building of El Paso, Texas will be providing development and construction services and Hunt will be providing property management services for the housing at Scott Air Force Base.
How does privatization affect the service that military members receive?
Hunt draws upon their private sector experience to provide first-rate services and amenities to our military families. We pride ourselves in our commitment to customer services and Scott Air Force Base Properties, LLC (SAFBP) promises to deliver a product that meets or exceeds the standards in the surrounding community. SAFBP will provide a 24-hour a day call center, mow front yards and common areas in all the housing communities, and provide high-speed Internet access to all the homes. (While access to the Internet will be provided, service will not. Residents may choose whether or not they want to purchase Internet and cable services.)
What other military housing privatization projects is Hunt developing and building?
Hunt is currently developing and building military housing at the following installations:
• Buckley Air Force Base: Aurora, Colorado
• Dover Air Force Base, Delaware
• Holloman Air Force Base, New Mexico
• Hickam Air Force Base, Hawaii
• Camp Pendleton: Oceanside and Coleville, California
How does military housing privatization affect a service member’s Basic Allowance for Housing (BAH)?
Privatization does not affect the amount of BAH that is paid to the service member. Prior to privatization, service members did not receive BAH if they lived in military housing. Under the Military Housing Privatization Initiative, all service members choosing to live in privatized military housing receive their BAH and use the BAH to pay the privatized housing provider. The rent payment (usually equal to BAH) will be automatically transferred to Scott Air Force Base Properties, LLC at the end of each month; this process will be performed and monitored by Military Assistance Company, LLC (MAC), the world's largest processor of automatic payroll deductions for military and civil service employees. The BAH is used by the company to maintain and operate the existing housing, as well as to fund the construction of the new houses and amenities.
Maintenance
Who will be doing service requests for the privatized quarters, and will residents be charged?
Hunt’s maintenance staff will be handling all service requests for the residents. Residents will not be charged for the services. Any new homes that need repairs after the warranty for the homes has expired will be handled by the management company. A Self-Help Store will also be maintained for those residents who prefer to perform routine maintenance work themselves.
Will garbage be picked up?
Yes. Hunt will be responsible for trash pickup and recycling at no additional cost to the resident.
When will the property manager begin mowing the lawns? Will they mow the lawns in all housing areas?
On Dec. 1, Pinnacle will begin mowing all lawns not behind fences on a regular schedule. Hunt will now mow lawns for all existing homes beginning August 1, 2009.
The property manager will cut our lawns with the exception of fenced areas. What happens if they destroy my sandbox or run over one of my children’s toys?
If any property is damaged or destroyed, call Hunt immediately to report the damage. Hunt will work to resolve the problem. The lawns will be cut on a regular schedule, and care should be taken to remove items that may be run over.
Rent and Utilities
Please explain more about the BAH entitlement and rent allotment.
The government determines the service member’s BAH based on the cost of similar dual occupied rental property, typical utilities, and his/her rank. An allotment from the service member’s account is set up to pay rent to Scott Air Force Base Properties, LLC. The rent allotment for each service member is usually equal to his/her rent.
Who is going to process the service member's allotment?
Military Assistance Company, LLC (MAC), the world's largest processor of automatic payroll deductions for military, will be processing military personnel allotments. This company is currently processing rent allotments for 40 DoD installations. MAC systems assure payment directly from the service member's account. When the BAH rates are adjusted annually, MAC will automatically update the allotment amounts; it will be seamless to service members. In addition, MAC's error reports, run at each processing date, will help fix any problems quickly.
Will BAH be counted as income? Specifically, will it affect the cost of children’s day care?
BAH is an entitlement and should not be counted as taxable income. However, it will be included in gross income. Programs based on an individual’s gross income may be affected. Please contact the Air Force Housing Management Office with questions.
How will rent be paid to Scott Air Force Base Properties, LLC and what does it cover?
The BAH at the “with dependent” rate is paid as rent. Service members can choose to pay their BAH in the form of an allotment (an electronic funds transfer) or in person at the housing office with check or money order. A deposit of one month’s rent is required at the time of lease signing if the service member chooses to pay by check or money order.
Do I have to change my allotment in January based on the annual adjustment in BAH?
Residents do not need to change the allotment amounts themselves. The adjustment is handled automatically through MAC, who processes the allotments.
If my spouse and I are both military and occupy the same house, do we have to pay our BAH as rent?
No. There are three possible cases:
1. For a mil-to-mil couple with children, the senior ranking member will receive with dependent rate BAH and start rent allotment at the with-dependent rate BAH. The junior ranking member keeps his/her BAH (single rate).
2. For a mil-to-mil couple with zero dependents, both members receive single-rate BAH. The senior ranking member will start rent allotment at the with-dependent rate BAH for his/her rank. The junior-ranking member keeps his/her BAH minus the difference between the senior-ranking members's single BAH and with-dependent rate BAH rent allotment.
3. For a mil-to-mil couple with zero dependents, but one member is paying child support from previous marriage. Answer to question 2 applies, however member paying child support now entitled to BAH-Diff and must bring in copy of divorce creed to finance showing support payments.
Please explain more about the lease.
The lease is a standard resident agreement used by all privatized military housing and civilian rental properties. Residents are required to sign a lease in order to reside in privatized military housing. The lease specifies the rights and responsibilities of resident and landlord. The lease also sets the service member’s BAH as the rent payment to Scott Air Force Base Properties, LLC.
If a resident is retiring in fall of 2006, once he/she gets the orders, he/she can terminate the lease with 30 days written notice. Can he/she terminate the lease any time within the one-year lease agreement?
As long as the resident can provide a copy of military orders with a specified report date on it, he/she can choose to vacate the home at any time during the lease with 30 days written notice.
What is the lease term? I would like to move in six months, and I have been here a year.
Hunt will grandfather all residents’ original move-in dates. Residents will sign a lease with a term that will fulfill their initial one-year obligation. For instance, residents who have lived on base for six months will sign a six-month lease, and 10 months a two-month lease, etc. Those who have lived on base a full year will sign a month-to-month lease. After the initial term expires, the lease automatically extends to a month-to-month lease, which can be terminated with 30 days notice and without a fee. Residents who move into a different home or new home on base will be asked to sign a one-year lease.
What is the latest plan for placing meters on each housing unit and ‘fake billing’? They really need to be metered for at least a full summer and winter to capture true costs.
As soon as meters are installed we will begin mock billing. However, our utility management plan calls for a start date of actual billing in April, 2007. That would not allow for a years worth of mock billing. Please be assured that steps are taken to come as close to actual estimates for each individual housing community.
For what else could I be charged?
Some recent examples of charges to residents include frozen hose bibs. If a hose was left attached to the outside faucet during a freeze, even if it then thawed, the hose bib will leak inside the house, and may squirt water from the faucet. Toys, or other items, flushed down the toilet can also cause plumbing damage, and may require the toilet to be replaced.
How do I know if I'll be charged?
Please check with the office. They can help determine if the damage is chargeable and what the cost will be. Some damage; like toys in the toilet, may be evident only after the technician begins the repair. Maintenance technicians will not quote prices. You will be sent a bill after the work is complete.
